The Ness Sweater is worked top-down. You start with the front using a provisional cast-on, then it splits into two separate shoulders. Once that's done, the shoulder stitches are joined, and additional stitches are cast on for the neckline, setting the stage to work the back. The short rows are used to ensure a good fit at the shoulders. Then, the front and back are joined, and knitting continues in the round.
